This bulletin provides guidance on maintaining uniform audio program loudness between various combinations of analog sources, NTSC services, and digitally delivered terrestrial DTV, satellite and / or cable services while preserving the dynamic range delivery capability of the DTV service.

This bulletin addresses the source levels, gain structure and output levels of any consumer digital television broadcast receiver, set top box, integrated AV receiver or similar device that is capable of receiving any or all of the above services.

CEA 861.3

HDR Static Metadata Extensions

This standard specifies static High Dynamic Range (HDR) metadata extensions using an additional InfoFrame and EDID CEA data block, replacing previously reserved codes in Table 5 and Table 46 of CEA-861-F [1]. Recommendations regarding the usage of static HDR metadata are also provided.

These data structures allow signaling of SMPTE ST 2084 HDR EOTF [2] and SMPTE ST 2086 Mastering Display Metadata [3], while containing provisions for future HDR EOTFs and metadata. It is anticipated that these data structures will be extended to include additional EOTF and HDR metadata capabilities in future versions of CEA-861-F [1].

The requirements of this standard are in addition to and complement CEA-861-F [1]. All devices compliant to CEA-861.3 shall also comply with CEA-861-F [1], except that this standard deprecates and replaces Table 5 and Table 46 of CEA-861-F [1].

The protocol provides peer-to-peer communication for networked control and is suitable for implementing both peer-to-peer and master-slave control strategies. This specification describes services in layers 2-7. In the layer 2 (data link layer) specification, it also describes the MAC sub-layer interface to the physical layer. The physical layer provides a choice of transmission media. The interface described in this specification supports multiple transmission media at the physical layer. In the layer 7 specification, it includes a description of the types of messages used by applications to exchange application and network management data.

Cable Television Channel Identification Plan

This standard designates identification numbers for 6 MHz channel frequency allocations for 158 channels up to 1002 MHz, with a method of specifying higher channel numbers.

This channel identification plan shall be used to establish the identity of 6 MHz wide RF channels carrying either analog or digital services for display on consumer TV sets. This standard is not intended to preclude channel mapping in cable systems. This standard does not specify a numbering plan for tuning of digitally multiplexed services within one or more RF channel(s) carrying digital services. For digital television, most systems identify programs and services to viewers via other methods. Receiver tuning capacity is explicitly outside the scope of this standard.
